Key Business Points
- The government intends to broaden the tax base to lower the tax burden on current taxpayers.
- The Malawi Revenue Authority will adopt digital tools and enhance compliance to increase revenue.
- International partners pledge support for digital transformation and domestic resource mobilisation.
The Finance Minister Joseph Mwanamvekha expressed optimism about tax burden reduction through improved administration and a wider tax base. Speaking at the launch of the Malawi Revenue Authority Corporate Strategic Plan for 2026 to 2031 in Blantyre, he noted that expanding the number of taxpayers would ease the load on existing contributors and help fund development priorities as donor support wanes. The plan outlines modernisation of revenue collection, increased use of digital platforms, and evidence based policy making. UNDP Resident Representative Fenella Frost reaffirmed the agency’s commitment to supporting tax administration and digital transformation, emphasising that robust domestic resource mobilisation is essential for equitable service delivery. MRA Board Chairperson MacFussy Kawawa highlighted goals of sustainable revenue growth, ethical service delivery, and a capable workforce. The strategy targets a 20 percent tax to GDP ratio, full recovery of tax arrears, and high online filing compliance, with full implementation of the Integrated Tax Administration System by 2031. These initiatives are expected to create a more efficient tax environment, attract investment opportunities, and empower local entrepreneurs. The government’s focus on tax burden reduction, digital transformation, and domestic resource mobilisation signals a commitment to economic resilience. The collaboration among the Ministry, MRA, and international partners underscores a shared vision for sustainable growth. The inclusion of the Chichewa term Mphamvu reflects the collective strength required to achieve these objectives. As the country advances, businesses can anticipate a clearer regulatory framework and potential incentives that support expansion and job creation. Looking ahead, the government intends to introduce a simplified tax regime for small enterprises, which is expected to encourage formalisation and increase compliance. The plan also includes the development of a digital portal for tax filing, which will reduce paperwork and improve efficiency. By leveraging technology, the authority aims to minimise opportunities for evasion and to provide a transparent system for taxpayers. These measures are designed to build confidence among businesses and to promote a culture of voluntary compliance. In addition, the Ministry of Finance is exploring options for tax incentives linked to investment in priority sectors such as agriculture, manufacturing, and renewable energy. Such incentives could attract both domestic and foreign capital, stimulate job creation, and support the country’s development agenda. The integration of these strategies with existing social protection programmes ensures that the benefits of economic growth are widely shared. Stakeholders have expressed support for the reforms, noting that they align with the national vision of sustainable development and inclusive prosperity. The combined efforts of government, private sector, and international partners are expected to create a resilient economic foundation for Malawi. The initiative also emphasises the importance of capacity building within the revenue authority, with training programmes aimed at enhancing analytical skills and customer service. Furthermore, the adoption of data analytics will enable more targeted audits and improve revenue forecasting. As the country moves forward, these reforms are poised to transform the fiscal landscape, fostering a more predictable and business friendly environment. These efforts are expected to bring substantial benefits to the people of Malawi in future
