  • extends Stain Singo’s mandate as Statutory Manager for PSPTF through December 2026 ensuring continuity in governance reforms.
  • PSPTF takes follow up action after the K128 billion Amaryllis Hotel deal including revocation of 11 trustee licences and ongoing parliamentary investigation.
  • Extended mandate enables PSPTF to strengthen financial reporting improve member services and restore confidence in public sector pension management.

The Registrar of Financial Institutions has granted a three month extension to Stain Singo’s mandate as Statutory Manager for the Public Service Pension Trust Fund now running through December 2026. The decision underscores the government’s commitment to finishing reforms that began after the fund’s controversial K128 billion Amaryllis Hotel investment in Blantyre City. Singo who also serves as principal officer said the extra time allows him to consolidate the governance and financial accountability gains recorded during the initial phase of his appointment.

The Amaryllis Hotel transaction valued at K128 billion triggered public outcry and a probe by the Public Accounts Committee of Parliament. Former trustees appeared before committee members to explain their roles in the deal which many viewed as a breach of fiduciary duty. As a result licences of approximately 11 trustees were revoked signalling a firm stance against mismanagement in the management of public pension resources.

The Public Service Pension Trust Fund operates as a stand alone contributory scheme for all public servants born on January 1 1982 and thereafter as well as those joining the civil service from July 1 2017. The fund is managed by an independent board of trustees and its sustainability depends on prudent investment decisions and transparent reporting. The recent reforms aim to align the fund’s operations with best practices in pension governance across the region.

For Malawi’s business community the extension of Singo’s mandate signals that the pension reform agenda will continue without abrupt interruption. A stable and well managed pension system supports long term savings mobilisation which in turn provides a broader base of investable capital for local enterprises. When public sector retirement funds operate with transparency entrepreneurs and small scale business owners benefit from a more predictable economic environment and reduced risk of fiscal shocks.

The extension of Singo’s mandate also signals growing opportunities for Malawi’s private sector. A better governed pension fund can channel more savings into local capital markets supporting infrastructure projects and job creating ventures. Entrepreneurs may benefit from increased access to long term patient capital which is often scarce in the current financing landscape. Moreover improved transparency reduces uncertainty for investors both domestic and foreign who consider Malawi’s pension system a barometer of economic stewardship. As the fund progresses stakeholders will be watching how reformed governance structures translate into tangible benefits for pensioners and whether new investment mandates open doors for home grown asset managers. Business owners should monitor PSPTF reform progress as it shapes the investment climate for the year ahead and long term growth prospects today.
